Latest Google Inbound Link Analysis Study (July 2008)
This is the study made which shown that the link popularity of sites are of less importance in ranking compared to having high percentage of links from relevant pages and authority sites. Also it shows that the lesser the number of links on the inbound linking page the more juices bleeds to the target page thus helping in ranking. See details below:



This experiment basically yields the following important link building tips:
a. Concentrate more on relevance of the linking page to your optimised page more than bombarding a tons of link to it.
b. Find link pages which are of high quality and has fewer number of links on it.
c. Find direct relevance, means that if you have a viagra page, you should be getting links from other viagra pages. You may end up having fewer inbound links than your competitors but your inbound link profile is what Google prefers : high percentage of relevant links. It is not the quantity at all that matters based on the above results.
This strategy is what seems to be the current trend of Google in weighting inbound links in their algorithm. And take note that, the anchor text and age of domains of those data above are in comparable level. The only thing that differentiates the top 10 sites from others are in terms of % in relevant links (which are measured as the number of relevant links/ total links)and the number of links in the linking page.
